Catalyst usually uses a process by which the PDF becomes available, then errata are made based on what fans found that the internal editors didn't, the PDF is updated, and the book gets sent to print. So Anarchy is more finished now than it was when first released, though I do have to mention that I went through the book and converted my current Shadowrun characters to the new system, and there wasn't anything missing that I had to stop and go "Hey, where is X?". There are. Both a "quick" and a more-detailed way of making conversion. The only flaw I see in the conversion guidelines is that the Anarchy rules default to their being a strict limit on how many skills the character has (basically those that are genuinely important to the concept, and nothing more), and the conversion rules complete ignore that and have you convert all of your character's skills. When I converted my shadowrunner team, I actually built them as starting characters according to the Anarchy rules and then gave them karma to spend (I went with 5 karma for each job they had completed in the campaign up to this point, as that seemed to be the average pay-out for the mission briefs provided in the Anarchy book) - because I considered embracing the new rule system a high priority than adherence to the minutia of the character's prior incarnation. The players haven't missed anything lost in translation thus far.
