Additionally, UENT, he gains a +6 power bonus to damage vs the target (except vs types it resists). If the check fails, Silas' attacks are weakened vs the target UENT.

close: Defensive Lore (minor; daily) ✦ Arcane, Zone
Close burst 2; the burst creates a zone the lasts UENT. Silas chooses aberrant, fey, elemental immortal, natural, or shadow. UENT, creatures of that origin take a -2 penalty to attacks and all defenses while in the zone, and all attacks by such creatures deal only half damage to those in the zone. Sustain Minor: The zone persists.

Accurate Staff of Sleep and Charm +3
Properties: Accurate. Silas gains a +2 item bonus to attack rolls with arcane charm and sleep attack powers. Critical: +3d6
Tactician's Ring Mail +2
Property: When a power or class feature calls on Silas' Intelligence modifier to determine a value other than his attack bonus, add 1 to that value. Special: Durable 4.
Timeless Locket +3
Property: +3 item bonus to initiative. Power (Daily): Minor Action. Silas takes a standard action, which he cannot use to make an attack.
Gloves of the Healer
Property: When Silas uses a power that allows a target to spend a HS to regain hit point, they regain an extra 1d6. Power (Healing ✦ Daily): Standard action. Silas spends a healing surge. An adjacent ally regains hit points equal to the value of the HS Silas lost.
Coif of Mindiron
Power (Encounter): Immediate interrupt when Silas would be dazed by an attack vs Will. Silas is not dazed.
Boots of Stealth
Property: +2 item bonus to Stealth checks.
Belt of Vim
Property: +1 item bonus to Fortitude.
Shrouding Action
When Silas spends an AP, he and one ally within 5 squares becomes invisible until the end of Silas' next turn.
Bardic Cunning: Virtue of Cunning & Deceit
Once per round when an enemy missing an ally within 11 squares, Silas may slide the ally squares and slide the enemy into the space the ally just vacated. In addition, another ally within 5 squares gains CA vs the target of their next attack.
Reactive Stealth
If Silas has cover or concealment at the start of combat, he may make a Stealth check to become hidden.
Song of Rest
At the end of a short rest, Silas and and any ally spending an HS regains an additional 5hp.
Scholar
Silas speaks all languages. In addition, he may make hard Arcana checks to decipher codes or magically-disguised messages.
Signs of Influence
Silas may demand audiences, gain board for himself and up to 7 allies at friendly inns, and attract 3 servants in areas friendly to bards.

Silas was born to a wealth family of gnomes with long ties to Kelistin and the Empire. Ostensibly, they were tax collectors, researchers, census takers, and such. Unbeknownst to the public, however, is the fact that many of these work for the Imperial Surveillance Corps. Silas was brought up in this tradition, but his obvious talent for languages (both the understanding and manipulating) marked him as special. Silas could use mere words to confuse or distort in a manner almost magical.

Seeing Silas' talents, the Corps took special care in Silas' training, honing his arcane talents and knack for hiding his magic in his speech. Officially, Silas is a member of the Empire's Accountancy, able to travel far and wide looking over their financial and other interests. This provided ample opportunity for travel, and Silas uncovered many threats to the Empire with his fellow adventurers, though they were only tangentially aware of them at best.

Silas is very loyal to the Empire, and to his companions. He has not had to chose between the two.

Appearance & Personality
Silas is always well dressed and presentable, though the clothing usually has dual purpose: A cloak can be flipped to increase his stealthiness, a tunic in shades common to royalty in many lands, and so on. Always present is his ironwood staff carved in lighting motifs—the staff of the the Empire's Auditors. Of course, for those in the know, a certain stitching under his color signifies an even more important relationship, those only those in the Surveillance Corps knew it.

Silas appears warm and friendly, always with a new tale or interesting gossip. He shares these openly; few catch how adept he is as using these stories as an opening for the listener to reveal more of themselves while Silas reveals nothing. Silas is always listening, always looking, though this is well hidden. Sometimes Silas' arrogance shows, but a quick smile and a tale, and this is usually forgotten.[sblock=Off-turn Actions]Sorted in order of importance:
