The action takes place in the near future year of 1993. If you have ever seen the comedy "Due South" then that's the vibe. If you haven't then imagine a TV show made by Americans, starring mostly Canadians, shot in Toronto as a stand-in for Chicago, that is largely about what Canadians think that Americans think of Canadians. Not strictly the vibe of the comic but it did have a bit of that, and I think it would play better to an international audience.
