We know from the film that most people who have power use it poorly (normal suing Bob for saving him, the bomb guy, Syndrome, Bob's insurance boss, the mugger, the criminals Bob and Frozone sneak out to stop, Dash in the beginning of the film), because having power =/= being deserving of power. </p><p></p><p>We are repeatedly shown people who want to drag the world down to their level.
