It gives the cleric who attunes it extra spell slots, as if he was 20th level, even if he is much lower. So for a low- or medium-level cleric, or anyone who level-dips Cleric-1, it's an awesome thing to possess. It's an interesting thought. But we do need to get home somehow, anyway.
