Letting the Big Bad of the campaign run loose when it's possible to actually get rid of him for good would do far damage than anything the Dragon could do to that one city. Big Bad is a threat to the entire world.</p><p></p><p>But they aren't the hard-nosed evil or neutral types who can make that call. They aren't cold blooded enough.</p></blockquote><p></p>
