Certainly if you tried to add this kind of thing to vanilla 4e it would create a lot of oddities. Given that I have devised powers and whatnot with this idea in mind, it isn't so bad. </p><p></p><p>I hadn't really seriously considered doing away with attack rolls, though it sounds like they would basically still exist, but only determine effects.
