Modifiers for various things do apply (like if you are doing nothing in town but 'normal stuff'...it's no adjustment; if you are in a dungeon, fighting for your life against evil, you get a bonus; if you are in a town and killing townsfolk for no real reason...in other words, being Evil...there is a penalty). Eventually the penalty would be so large that the PC would fail. When they do, they feel great regret, throw themselves at the mercy of the court, and spend the next month, months, year or years trying to repent.</p><p></p><p>So, in a nutshell...going on "murder hobo against commoners" is a self-defeating measure. You might as well be playing Call of Cthulhu where everyone decides to gather the human sacrifices in order to summon a Great Old One so that they can "be granted limitless power!" (re: get eaten alive and/or go insane; make a new character <img src="data:image/gif;base64,R0lGODlhAQABAIAAAAAAAP///yH5BAEAAAAALAAAAAABAAEAAAIBRAA7" class="smilie smilie--sprite smilie--sprite2" alt=";)" title="Wink ;)" loading="lazy" data-shortname=";)" /> ).</p><p></p><p>Besides that...my players like doing the 'adventuring thing' more than doing a-hole stuff for no reason other than to try and get off by playing out there sick-o fantasies.
