It's not simple. The idea is, parties of four PC's who defeat NPC's of around their CR, where the NPC's are carrying the listed amount of gear, will loot enough gear and money that by the time they get enough XP from these fights to go up a level, their total wealth will match the listed PC progression. Obviously, there are a lot of assumptions here (including that they will use, on average, about 20% of their consumable magical resources in each fight with an NPC of equivalent CR).
