Here is a level 3 elite skirmisher that might be interesting:

Flickering Form (illusion) aura 1; Devil gains a +2 bonus to all defences
against attacks originating from outside this aura; also see Static Lunge

Here is another one; a level 3 elite brute.

The problem I am having is coming up with things you might find interesting at such a low level (my brain is used to level 28-35 threats at the moment!).

Anyway here is a creature that will play a little differently to your standard threat, sorry about the poor name but I am against the clock here.

Rage Devil Level 3 Elite Brute

Uncontrolled Rage (charm) aura 2; All enemies starting their turn inside
the aura must make a saving throw; on fail until the start of their next
turn they may only take move actions and basic melee or ranged attacks

Mesh Hong, thanks a bunch.

I'm actually going to stick two of those in my pocket. My campaign will feature several ape sequences, including demonic apes (Since Demogorgon is the big bad and heavily influenced in the background of the setting), so I don't want to use my apes too early and keep them strategic. But a leveled up Chkk'Tukk would be perfect as the "Final Form" for a Balgura antagonist I plan on tossing out later.

The Soul Fishers are very interesting. I'm not sure how or where I can use those guys, but they're intriguing.

Oh the rage devil is nasty. I think I'm going to put him in a pocket and use him as a demon later on. Although I do think he needs an encounter power or two, just so he's not using the same attack every round.

The Flicker Devil is going into this week's encounter. I'm pairing him up with an adjusted Rat Master kobold (reskinned as a Devil with a cloud of gnashing teeth swirling around him).

I killed my first PC. And the Flicker Devil was the trigger man. He used the Flickering Assault to get behind a bloodied PC, took him down to 2, and then popped his AP and used the Static Lunge. 24 damage and the PC went straight to corpse.

To add insult to injury, on its next round the devil was at 3 HP, used Invisible Leap and ran out of there. He could have shanked the wizard and probably killed him too, but instead high tailed it out.

Honestly from your post I can't tell if you killing a PC is a good or bad thing?

Here is an interesting Fey creature for your perusal. I originally had a lot of these powers with recharges, but for simplicities sake I think they will be fine (and maybe a bit more interesting) as at wills.

This is very much a low damage leader, but has enough control powers to make it a high priority to remove.

Well not even giant butterflies are going to threaten a hearty band of adventurers, or are they?

Can't you tighten this up a smidge and just say the target cannot take any immediate or opportunity actions?
