Elementalists and Elemental Escalation

I like the flavor of the Elementalist Sorcerer, and I'm currently trying to build one. Are the scaling benefits of Elemental Escalation intended to replace or supplement the earlier benefits? I'm pretty sure they're intended to replace, but I'm thinking of Elemental Escalation (Fire) in particular.

At level 27, you give up ongoing 10 fire damage for half damage on a miss, which seems pretty darn lackluster for Epic.

I'm pretty sure they all stack. These are your daily and encounter power attacks rolled together.

Well, that's a relief. I'm considering a build that exploits the ongoing damage inflicted by the Fire Escalation (Icy Clutch of Stygia, that feat that lets you inflict -3 to saves if you cast it as a melee attack), but it would suck to have my character's main shitck pulled out from under him at level 27.
