First off, I don't want the game designed to the point where item creation is expected. I want item creation to be optional and I want it to be considered a rare and very expensive bonus.
I don't want Wands with 50 charges, I think 10 is more than enough. I want a staff to have a certain number of charges per day and I want the spells that can go into them to be limited.
I do not want walking magic item factories and I want items to be special and remain that way.
