D&D 5E Precedence of Today's Rules Update

Back on 07/07/14, Mike Mearls gave us a quick down and dirty on encounter design in his Legends & Lore article: http://dnd.wizards.com/articles/features/building-adventures-0

There are some changes in today's rules update (e.g. the experience point budget is affected by the number of creatures in the encounter differently between L&L and BRU). I totally understand the disclaimer of 'work in progress', but can we safely assume that today's update carries precedence over the L&L article?

"Precedence" is only meaningful in a legalistic sense. If, for example, their organized play programs include fan-made content, then which system you are supposed to use matters.

Otherwise, for each of us at home, "precedence" isn't particularly. It is just a guideline to help GMs create good adventures for their groups. Pick which one works for you.
