Looking for turn based strategy computer game with GM mode

Hello,

I'm wondering if there is a computer kingdom building, 4X, or similar styled turn based multiplayer strategy game that has a game master mode. A mode where one player can:

• set up the scenario
• in between turns modify the state of the game
• control multiple nations

the original NeverWinter Nights games were designed that way

Minecraft can establish one player with creative mode, and the other players in Adventure mode

They aren't turn-based 4X kingdom building games games, though.

Yes thanks. I have Neverwinter Nights. In fact, I thought of putting something to the effect of "like Neverwinter Nights for strategy game."
