Here's a little food for thought. There is a big difference between rulings-not-rules vs material outside of the core. Do we even know if their "DM empowered" direction is an acknowledgment of material outside the core, or is DM empowerment with in the core of the game.
That is an interesting thought. Yes, there is a big difference between making rulings in the moment and crafting house rules or adopting other variants. And, yes, DM Empowerment pushes the former a lot harder (it's required, to some degree, to run the game successfully, at all, IMHO). But the two are still closely related, as both accept that the rules are just as starting point.

I think the slow pace of publication points to an expectation of a lot of homebrewing, and DMsGuild actively promotes it.

I can see them pushing a "change the rules as you see fit" but not a "using fan based, non tested material" push. It looks to me like they have pushed the fan based stuff as a "use at your own risk" kind of thing.
Do you not see DM's Guild as a de facto acceptance and encouragement to use homebrew and 3PP material?

No. I see it as a place that WoTc feels can take some of the heat off them to create more content. I don't think they are dumb to think that magically fan crafted material suddenly becomes accepted. If they allowed the stuff in AL then I would agree, but even they should know by now that most DM's still do not allow fan created material.

Really? What about the stuff they've actively promoted through Dragon+? It may be a small amount of stuff, but certainly such endorsement would indicate that they think fan created content can be perfectly valid, no?

I've certainly gotten the impression that they expect DMs and players to create their own stuff. 5E has been very good for me in reminding me that it's all made up any way, and I can do all kinds of stuff myself.

Seriously- look back at the DMG. It was practically a starter's guide on homebrewing and creating your own variants.

Oh, and Backgrounds, Backgrounds come right out and tell players that it's legitimate for a DM to just make up a custom Background for them.

I've certainly gotten the impression that they expect DMs and players to create their own stuff. 5E has been very good for me in reminding me that it's all made up any way, and I can do all kinds of stuff myself.

They actively promote adventures which can't go wrong unless the writing is really bad. I've yet to seem them promote actual game mechanical options.

AL is not D&D. And D&D is not AL. If AL is your focus, there is a dedicated subforum here better suited to your concerns.

I see that as a heck of an odd stretch. Why create a place, where a thing they want to "ghetto", can thrive and grow? They didn't *have* to create the DM's Guild. Doing so would have been a terrible decision if they were hoping to make a "ghetto" for fan-made and 3PP material. So I have to reject that theory.
