Conflict? Belt of Fire Giant Strength & Belt of Dwarvenkind

Hello,

Very recently during a game ending, while dividing items a player brought up that there might be an issue being attuned to both Belt of Fire Giant Strength & Belt of Dwarvenkind at the same time. After that was done I asked the player to elaborate and the GM joined the conversation. The player said as both are to be worn in the same slot they could not be at the same time, the GM intervened saying that slots are no longer in effect unless the item description made mention of it; the GM went on it was the case with Belt of Fire Giant Strength & Belt of Dwarvenkind and therefore could not be attuned at the same time. I then brought up that somewhere in the DMG there was a mention that 2 items of the same slot could be worn at the same time and that 2 cloaks was mentioned. I don't remember what the GM said about that but he didn't seem to be in my favor. I was going to ask if it was GM discretion or all AL (Adventurer's League) GMs would agree, I realized I'd tell him I'd check in AL communities even he assured me it was for all GMs and that might bother him, so I went straight to tell him I'd check.

Please let me know if AL would always forbid to have Belt of Fire Giant Strength & Belt of Dwarvenkind [see Update 1] attuned at the same time.

Correction, in last paragraph: Dwarvenkind give their effects to the PC at the same time.

The correction was made as a consequence of reading in post #16:
[...] note that you are making an assumption here -- that mere attunement to the item allows you to gain the benefits of the item. For both belts, the key statement is "While wearing this belt,..." So in addition to being attuned, you must also be able to wear both belts to get the benefits from both belts.*[...]

There's no AL ruling about this that I know of, so it would be up to the individual DM to rule on it. Given that you can expect significant table variation, my advice is to wear one or the other.

So is your question:
Can you have more than 1 of a type of an item attuned at the same time?
Or is it can you use two belts, cloaks, or whatever at the same time?

Here is what the DMG has to say about it:

Multiple Items of the Same Kind said:
Use common sense to determine whether more than one of a given kind of magic item can be worn. A character can’t normally wear more than one pair of footwear, one pair of gloves or gauntlets, one pair of bracers, one suit of armor, one item of headwear, and one cloak. You can make exceptions; a character might be able to wear a circlet under a helmet, for example, or to layer two cloaks.

It doesn't say anything specifically about wearing two belts. So...expect table variation.

Also the last paragraph of the OP mention the exact question; another way to look at it is: Is there a decent portion of AL GMs that would allow the 2 items to be attuned at the same time (by the same PC).

I think the answer the OP must be given is:

The AL doesn't want to add more rules on top of what the core books already say, so you won't get a clear authorative reply.

Even in a rather obvious case like this one, all you're gonna get is "expect table variation".

I wouldn't try to wear two belts as a player.

No even as a fashion statement? :)

But it really depends on how big you think the belts are.

Also from the rules:

"Using a magic item’s properties might mean wearing or wielding it. A magic item meant to be worn must be donned in the intended fashion: boots go on the feet, gloves on the hands, hats and helmets on the head, and rings on the finger. Magic armor must be donned, a shield strapped to the arm, a cloak fastened about the shoulders. A weapon must be held."

So no, I would not allow it at my table. I also do not allow layering, as I feel the rarer/more powerful of the two layered items would take precedence and would prevent the weaker item from functioning.
