Yes, I know, and it is one of the few things I dislike when it comes to Pathfinder. Sure give players reasons to stay in their base class but also allow them to branch out through mutliclassing or PrC.

Honestly, I want to see more PrCs as I feel Pathfinder doesn't have enough of them. Now I admit it is a matter of taste but I see nothing wrong with PrCs, nor the excessive need some have with getting rid of them, yes Archetypes are nice but they are not the same thing.

On the Luck Bonus, it could be a increase to a character's saving throws. Also, another idea I had is perhaps a Linguist ability since an Explorer learns a verity of languages and writings.

One suggestion I would give, especially since this is supposed to be a rogue/bard mix is that you should make sure it gives something that either other class has, and more what would be found useful for an explorer. For example the instead of Trap Dodge actually give the Ruin Explorer the...
