Good question. First, it has to be submitted. Second, the criteria is only that it be 'free.' Beyond that, the best free item should be nominated. But I do not think that within the free category they should be further subdivided into 'rule set' or 'adventure' or whatever.

One of my favorite kinds of settings would be urban-based, city settings. A lot of what I would say has already been echoed but a city based setting allows for a great deal of intrigue, plot and mystery. Further, one of the great opportunities a group has is interaction with villains...
