It's not about specific ruleset.

I'm saying "What about Hawkeye, Deadshot, or Usopp?"
What about them. Everything I have read seems completely accommodating to them.
The thread's premise is that all martials above level 10 must be supernatural.
No it is not. Or at least not the OP. Also, when it is about that one key difference is the bold word about. I am pretty sure the correct word is should or could, not must. The is a big difference in intent that your missing

even long before the timeskip where those upgrades happened Usopp was managing to accurately snipe people from like 1000ft away at Enies Lobby, let DnD Usopp use supernatural ammo all day long, tanglefoot bags, alchemists fire or vials of poisons, but that doesn't mean his capability to snipe is any form of magical.

And we are back at the core issue.

Human Rogue, sharpshooter, steady aim. Maybe take the archery style. Level 4 max.

Yes, he can't shoot one thousand feet, but that is because of a lack of weapons that have a range of one thousand feet. Add a sniper rifle that have a max range of 2,000 and your high level martial is complete at level 4. Also, melee martials are further harmed, because everyone but them can fight from at least 100 feet away if not more.

So... what do you want from a high level sniper? Just a weapon that has a further range? Would that truly bridge the gap? And then what do we do about melee martials?

And, I would argue, that since we are talking pre-timeskip... this is even actually fairly accurate to the character. He didn't become a better sniper after the training, he got magical tools.

That brings up an interesting point.

Champion Fighter (with Remarkable Athlete) can make a high jump of 11 feet max at 20th level (8 feet if I'm interpreting it incorrectly), without magic.

Same fighter can take a flying leap off a 200 ft. cliff and after hitting bottom, can get up, dust themselves off and go do it a second time. Maybe 3 times if they took the Tough feat.

So why is it okay the fighter can do the fall without it being considered supernatural, but can barely beat/match the world record high jump (8 1/4 feet)?
You think a person in full armor should be able to jump higher than the current world record while remaining non-supernatural?

How?

I am talking conceptually, not anything for a current game. This is what I would do if I was to ever write my own D&D hack

I would still recommend that you keep casters mostly as they are. Unless you are wanting to scale them down by a lot. Which I don't recommend.

Otherwise, you really need to tackle the question of "what does it mean to be level 10". You can make a game where Thor in the first Marvel Movie is a level 10 character, or one where John McClain is a level 10 character. It just seems easier to me, to start with where we have fairly solid footing.

Okay. I made a "Battle Axe Mastery" feat that gives +1 Damage and +1 Accuracy to all Battleaxes. Is my character now a sufficient master of the Battleaxe? He has a Mastery Feat now after all.

Actually, let's go crazy.

"Master of All Weapons" +1 to damage and Accuracy for all weapons. Is that enough?

If it isn't... then what are you using to define "mastery"?
