    Same reason; proper leverage against the ground can convert horizontal momentum into an upward one. With a running start you can jump higher, both in real life and DnD. Except that in DnD you can rapidly beat real life world records... ;)

    Actually she could. If you cast a touch spell and discharge it in the same round, you can take your move between the casting and the touch attack. See the PHB, pp. 140-141 (Touch spells in combat). It's one of the little tidbits that are easy to miss. ;)

    A quick and dirty way would be to recycle the Arcanist: just replace the schools of magic with custom-made psionic disciplines. Likewise, you can differentiate between elementalist priests and defiler/preserver mages by adding a few mods to the class.

    Consider how much it stacks up once you bring in TWF, Great Cleave, Flurry of Blows, Whirlwind Attack, or Combat Reflexes. After all, it gives you extra fire damage on top of a full attack, not instead of one. ;)
