One interesting thing is that some of these adventurers being referenced are almost more sourcebook than adventure. Lost City of Barakus, Grey Citadel, Village of Homlet, spend considerable time on the local. At what point is it more of a "here's some potential encounters" for a sourcebook as opposed to an adventure?

That is one quality I really like about some of the locale based adventures. Hommlet includes an adventure woven into and connected with the village setting. There are notes detailing which villagers have something to do with the "adventure" part of the module and which are just ordinary folk.

Another great example is N1 Against the Cult of the Reptile God. The village in this adventure is very important to events in the area. It can also be used as a cool regular town after the adventure is over and the PC's have "cleaned up" the place.

These types of modules have a great value even after the "adventure" part of the module is over. The locations can become well known stomping grounds for the PC's and provide an established area in which to place all new adventures.
