What does he want to be able to steal easy? Does he want to be a pick pocket, a box man, or just a general all around thief who can do just about anything?

Make sure he has a high Dexterity (for the extra skill points and skill modifiers) and put lots of ranks into the Pick Pocket skill. Also, make sure he's wearing armor with a small or no armor check penalty.

While this may seem unnecessary, if it is the goal of the character, then Skill Focus (Pickpocketting) would also be appropriate for that tiny bit extra...

A high Intelligence would be a plus, for more skill points. Skill Focus is good. Also, Dodge might be a good idea, in the spirit of the character as a flavor issue. Wise choice from a mechanics standpoint, too.

Prestige class.... I only know some burglar types.

I'd go with human for this. Halflings are too conspicuous.

Feats: Thousands of them.

Don't forget BLUFF. And friends who distract the victim.

Half-orc. Lots and lots of strength. Weapon Focus: Sap.

It's so much easier to pick their pockets when they're unconscious.

A character like this would do just as well staying Rogue as taking any prestige class. When it comes to prestige classes, Rogues get the short end of the stick (at least, if you're looking only at Wizards PrCs). In just about all of them, you lose out on Sneak Attack advancement or skills, the Rogue's two main strengths. There are few good (official) PrCs for Rogues, Druids, Paladins, and Bards.

The Guild Thief (FRCS) is one of the strongest Rogue PrCs, and would fit this concept well. Nightsong Infiltrator (Dragon Magazine) makes a good burglar, but gets no sneak attack progression over 10 levels, so I don't think it's really worth it. Arcane Trickster is also a good way to go, but you lose a LOT of skill points compared to a straight Rogue (in exchange for all that spell power).

Pick Pockets
Bluff
Hide
Move Silently

Those should be the core skills.

Bluff gives a synergy bonus to Pick Pockets. It also helps you distract someone long enough to hide. I believe Move Silently is defined as being used to shadow someone as well.

Bluff is also useful for creating a distraction so that you can hide and sneak away.
