WOIN Adjacent target penalties for firearms?

I was noticing in WOIN NOW that the v1.2 rule book mentions in the explanation of the "Sidearm" firearm trait that they "do not suffer a penalty for firing at an adjacent target." This is also the same wording for Sidearm in the OLD rule book. However, I can find no such "adjacent target" penalty mentioned in the list of Ranged Attack modifiers on p. 150 of the NOW rule book (nor anywhere in that rule book). No mention of this penalty in the WRRD either.

There is a -2d6 penalty to Ranged Attacks for firing into melee noted on p. 150 of the NOW rule book and in the WRRD. Interestingly, in the NEW 1.2 Rule Book, the Sidearm firearm trait is worded slightly differently, saying instead that Sidearms "do not suffer a penalty for firing at an adjacent target in melee." So is the "firing into melee" penalty what was intended to be this "adjacent target" penalty, or was there supposed to be a separate and different penalty for Ranged Attacks at a target adjacent to the shooter purely based on the target's position/range, as opposed to those actually engaged in Melee combat with the shooter?
