All kobold PCs "physically challenged?"

Isn't this what racial feats are for?

I suppose it would be if they had listed any racial feats for Kobolds in the MM.

As some on else said the stuff in the MM are just outlines. With them you can take any monster in the book and make a class race out of it by following them as a guideline. Now for the darkvision take a look at the dragonborn feat “dragon senses”, I know its only low light but this is a feat for a full blown race. If you want to use the stuff in the
MM figure out how many feats each race get, what those feats do and make up your own. All of a sudden Squinty the Kobold can make his/ her mother proud.

Eh, I'd probably just give it what it has in 3e. Darkvision and light sensitivity.
