Are monster defenses too high?

Astral Seal, Cleric At-will.

One of the best at-wills for hitting, actually. Even Righteous Brand only helps a single ally and doesn't stack with other powers.

And it'll still miss 50% of the time or so in theory.

A group with at least two leaders wont have problems to hit.

So a group of four drops what, in favor of a second leader?

That'd be a pretty serious failing of the game if it required two leaders, nevermind one, but limiting it to two defenders and two leaders would just be shameful.

I've played two defenders, two leaders before and it works okay. Warlord, Bard and two Assault Swordmages. The swordmages working together is key. Mark and charge is a great tactic.
