Avenger power: Bond of Censure (Clarification needed)

Hey guys, I'm a DM and was wondering if I was ruling Bond of Censure correctly. Does the hit have it's own damage component, then the conditional of the enemy ending it's turn adjacent to the Avenger is another damage component? For a total of 2D10 damage?

Bond of Censure says,
Hit: You pull the target a number of squares equal to your Intelligence modifier. If the target ends this movement adjacent to you, it takes 1d10 radiant damage.
Level 21: 2d10 radiant damage.

So, this power inflicts damage ONLY WHEN the target ends this movement adjacent to the user of this power. And the damage is 1d10 (2d10 at Epic).

The thing is, at the bottom of the power card, when using power builder, it displays the damage. From my experience it usually doesn't do that if it's a conditional damage.
