True Dragons in the 3.5 MM all have 24+ HD, but their CR's vary from 15 (!!) to 21...
Interestingly enough, even the 24 HD old White Dragon has over 20 HD at the next smaller stage (Mature Adult)...
Most importantly, the phrasing indicates that you have to be 21st *level* or higher, although this seems to contradict a lot of information in the ELH itself, such as monsters that are not dragons having epic feats.
But yeah, in the MM 3.5 Dragons continue to get BAB based off of HD, not capped at 20 (A 41-HD Gold Dragon has a BAB of +41). It would seem that adding a character level screws with this in some unexplained way by the phrasing of the quoted paragraph above.
Anyone have any guesses? LA? ECL?
