On the flip side, I am sick of items that facilitate running. I really don't see people running in combat...

If your PC's aren't running in combat, they're probably not scared enough.

I would assume that anyone who wears the armor has a claw attack they can use.

I think you gain that proficiency when you wear that armour. So you wear it great you got the proficiency when you take it off you don't.

Yeah, it seems reasonable, but it doesn't say so anywhere. I'd like to see it spelled out.

The PH says "creatures that have natural weapons such as claw or bite attacks are proficient with those natural weapons" — does wearing this armor make you count as a creature that has natural weapons? What other implications might that have?

My main problem with the feral armor is that it's clearly underleveled.
