Benign transposition is a good model. However, as druids can't cast while wildshapes until 18th level, I'd tweak his idea into a magic item (attuned) that allows him to use a spell slot to benign transpose with a non hostile beast. 10 foot range for a first level spell and +30 foot range for each level higher of the spell slot used.

Could you utilise a Blink type effect to allow him to shift into the space of one of his summoned fey bears by travelling through the ethereal plane? He could choose to Blink into the fey bear of his choice within range, with that bear going into the ethereal plane instead of him. Little more random but there's a basic mechanic already in place, just fiddle it a bit so he can enter a chosen bear. Maybe the chosen bear appears where he used to be. A bit of "which cup is the ball under" feel, except it's "which bear is the Druid".
