Sure but the main reason to go for Str is to be able to wear Heavy Armor without penalty. Dwarves don't suffer penalty to wear heavy armor. Otherwise, Dex is much more useful to have, and I really hate dumping it with any build.

Really depends on what you play.
I´d say, the evoker is not bad at all. Sculpt magic really helps when placing fireballs.
I also like the tempest cleric because of the heavy damage they can deal once on a while.
