Black Dragon's breath weapon recharges faster in the water.

Here in his blog Chris Young says:

The black dragon is just sick. It starts in the water, which means its breath weapon has the potential to recharge more quickly, and the ongoing damage is just brutal.

But there in the black dragon's stat block we don't see anything.

Breath Weapon (standard; recharge 5 6) * Acid
Close blast 5; +7 vs. Reflex; 1d12 + 3 damage, and the target takes ongoing 5 acid damage and takes a -4 penalty to AC (save ends both).

Did I miss something?

Well probably like how the Paladin Mark-Ability was from an old build, so was the Black Dragon sheet, and so doesn't have that on the actual sheet.

Just something he knew as a Developer and so used, but wasn't stated on the sheet.

Atleast that is my guess.

That or he is referring to the delay it would take everyone to get to the dragon because it is in water. The difficulty of the terrain would slow movement allowing the dragon a chance too recharge before they could get to it.
