Half-elf (wood-elf variant for fleet of foot).
Starting stats: STR 8, DEX 16, CON 10, INT 16, WIS 8, CHA 16.
ASI: War Caster, Dexterity +4, Intelligence +2, Charisma +2 (possibly stick with another Intelligence +2 but not sure yet which is best in the long run).
Primary Class: Rogue (swashbuckler) 16.
Secondary Class: Wizard (bladesinger) 4.
Wielding a Staff of Defence in the OH and never attacking with it grants +1 AC and allows the casting of mage armour and four casts of shield from a fully charged staff. Rapier in main hand, obviously.
Ends up with +8 or +9 to Initiative depending on ASI choices.
Cantrips: booming blade, greenflame blade.
1st-level: absorb elements, false life, featherfall, long strider, protection from good & evil.
2nd-level: enlarge/reduce, hold person, magic weapon, misty step.
The rationale for the spell choices being defensive and offensive in nature. If an Adventurer's League character, then absorb elements can only be gotten by copying it into your spellbook via scroll or an ally's spellbook but it's worthwhile trying to get since it adds to damage and defence all in one spell.
Between the bonus action Dash from the rogue, longstrider and Fleet of Foot, you can have up to 45-ft. of movement up to three times a turn. Hold person can give you devastating melee damage against a single target. Misty step can help get you out of dire straits. Enlarge/reduce is good for gaining advantage on Strength saves and checks, which can be a problem for a low Strength melee-class, plus a weaker version of Hex/Hunter's Mark with the extra 1d4 damage. Protection from Evil & Good can improve the character's defence to astronomical levels. False life can mitigate some of the issue with low hit points.
