Blast power damage

Example: a Dragonborn's breath weapon. Do those in the area who are not hit by the blast still take half damage even though the power does not specifically say so, or don't they?

Just want to make sure I am doing this right.

Nope. A power only does damage on a miss if it says so in the description.
