Sorry, I know this has been asked before, I just can't find the thread ( don't have access to Search ). Does the text quoted means it does not cost anything to inscribe a spell on a Boccob's Blessed Book?

Yes, it means it is "free" (in terms of gold cost) to write spells in a BBB.
