If your enemies never shift, never attack anyone but the dwarf(who then pumps his AC) and never make OAs(so your allies can waltz around without shifting and getting CA from using ranged in melee) then all the better for you.

Which is fine, it means you're being a good defender. But you are not being a good striker, which was the objective here.

The brash striking Goliath will do a ton more damage at-will, than the dwarf focusing on opportunity attacks and combat challenge attacks. The dwarf will be a bit stickier. They are quite different, but the goliath will do the striking much better.

If we're looking for an in-your-face striker, then why not go with the obvious choice and go Barbarian? Go 18 STR and 18 DEX (easily doable with a Half-Orc). That only leaves you with 12 CON, which won't get you much from Rageblood Vigor, but you'll hit decently, your AC will be defender-level (18 at 1st level), and a few Con pumps will give you Hide Spec in paragon. Big weapons go well with Half-Orc racial powers, he deals a lot of damage, and has some staying power.
