Ok. So since you seemingly took this the wrong way let me educate you just a little bit. I'm a fourth generation Welsh Gypsy (with a lotta witch in there) (even though I now blend into the real world somewhat). I kinda know who and what the gypsies are since You know. I R One. And since I live as a mystical witch, who also reads tarot (you know fortune telling) I want to build a character off of myself. So thanks for the education and assumptions. Thicken that skin up just a little bit bud, your life will be much happier that way if you don't always see racism in everything this is the rpg world not the real. leave it there.

Now back to the people who can appreciate creating a character based off of a type of person you want( you know since every fantasy class has a sterotype. pally lawful good cannot tell a lie, barbarian powerful but dim, rogue thieving sneaker) since thats is how things are done in fantasy games, I am still looking for some suggestions on a Gypsy type character that has the MAGICAL ability to curse and hex as well as heal. But I will look for it else where. This site isn't for me.

If you're still accepting of someone from this board trying to help you out (not all of us will say anything about real life gypsies) then I have some possible suggestions.
In terms of fortune telling the easiest way to go about that would be a Divination specialist wizard. You won't get the ability to use or read tarot cards strictly-speaking, but some divination spells could be refluffed to work like that.
There is the 3.0 class
Hexer that can be found in Masters of the Wild. The most straightforward way to enter that prestige class is through the
Adept NPC class, but 3.5 added a way to get in via the
Archivist class found in Heroes of Horror and finding a way to get the Survival skill as a class skill which can typically be done through a feat or similar. A great guide for that is
found here.
There is a witch kinda detailed in the DMG on page 175 that you might be able to work with your DM on using.
The
warlock class from Complete Arcane has some debuffs applied through Eldritch Blast or as invocations of its own.
The
Hexblade in Complete Warrior has a Curse ability but it's fairly limited. The designer himself gave an unofficial update to it
here because WotC recognized that the hexblade was originally pretty weak.
You could probably get by with some bard variants.
