Can a Touch Spell be used with a Slam?

Can a touch spell be used with a Slam attack? Assuming that a melee attack roll is needed instead of just a melee touch attack. If it can, does it deal slam damage + the spell?

Yes on both counts. Note that you'll (typically) need two standard actions to accomplish this. You only get a free touch with the touch spell, you don't get a free slam with the touch spell.
 

It's essentially the same as delivering a touch attack with an unarmed strike (handy for monk / casters).

Note that, if you score a critical hit, only the slam attack damage gets multiplied; the spell does not.

Holding the Charge: If you don’t discharge the spell in the round when you cast the spell, you can hold the discharge of the spell (hold the charge) indefinitely. You can continue to make touch attacks round after round. You can touch one friend as a standard action or up to six friends as a full-round action. If you touch anything or anyone while holding a charge, even unintentionally, the spell discharges. If you cast another spell, the touch spell dissipates. Alternatively, you may make a normal unarmed attack (or an attack with a natural weapon) while holding a charge. In this case, you aren’t considered armed and you provoke attacks of opportunity as normal for the attack. (If your unarmed attack or natural weapon attack doesn’t provoke attacks of opportunity, neither does this attack.) If the attack hits, you deal normal damage for your unarmed attack or natural weapon and the spell discharges. If the attack misses, you are still holding the charge.

Note that Tome and Blood (and Complete Arcane, I believe, though I'd need to look it up to confirm) rule that if you inflict a critical hit with an unarmed strike that's delivering a touch spell, the critical only effects the strike, not the spell.

...but...if you score a critical hit with a touch attack, the spell does get multiplied. Are you saying this just because the delivery is different?

Yup. Well, T&B and CArc say it just because the delivery is different... we're just passing on what the authors said :)

Effectively, the spell becomes 'bonus damage dice' delivered along with your attack... and bonus damage dice are never multiplied on a critical.

Thinking about it that's probably how i'd rule because your no longer making an attack roll with the spell therefore there is no crit chance.
