Casting spells underwater

Greetings,
I'm in a game at this very moment, and we're trying to figure out how one would go about casting a spell with a verbal component while underwater -- without the use of metamagic. Our first guess was to utilize the water breathing spell, but said spell only confers the ability to breathe water, not vocalize.

Any help would be appreciated.

Don't see why they wouldn't be able to vocalize, it would sound a little funny but the vocal component would remain the same.

There are no rules against casting spells underwater - although we rule that it takes 2 rounds off your "holding breath" limitation.
