Chain Lightning and SR

Here's the situation:

Caster targets monsters with Chain Lightning, and fails to beat the initial target's SR. Is there anywhere that states whether the spell will arc to other targets anyway, or will the spell fail there and then after "fizzling" on the 1st targeted monster? If not, what are people's opinion of this scenario?

AFAIK, nothing states that it fizzle's out. In any case, from what I can tell, the secondary targets are only depenent upon the initial target in regards to their distance from the initial target, not upon success or failure of affecting the initial target, whether the initial target has SR or Improved Evasion.
