I dunno. On one hand, I don't like it when players do stuff like that. I've got a player with a very broad definition of a cocked die. The other players give him a hard time so he doesn't do it that much, and he's a great roleplayer. And I'd rather have a good roleplayer who min/maxes or who fudges something here or there than somebody who is spot on the rules but doesn't bring anything interesting to the table.
I've never had a situation that actually bothered me enough to bring it up. I actually do not review character sheets or watch die rolls at all. I try to keep things pretty fluid, and manage the balance myself rather than relying on the rules to do so.
