Converting PCs with Templates

If you wanted to convert someone from a 3.5 game to 4 who had a template, where would I find the rules to do that. In the 3.5 system, your Effective Level was increased for having the template in the first place. The rules for applying templates to monsters are pretty straight forward, but there are few for how to manage PCs. For instance, let us say that you were playing a 5th level Human Fighter w/ a Vampire template in 3.5 and you wanted to convert that to 4th edition (just an example). The level that this particular character would be at in 3.5 would be considered to be 13 by the old system. Are the same rules applied in 4e? Meaning when you apply a template to a PC, are they considered to be higher level effectively?

As of right now there isn't a way to add templates to a PC. Some suggestions have been to create a Paragon Path for the PC that replicates some of the major effects of the template. Say vampire, for instance:

Vampiric Celerity (11th level): When you spend an action point to take an extra action, you can also move at twice your speed until the end of your next turn.

Life Leech (11th level): When you drop an enemy to 0 hit points or fewer, you regain hit points equal to your Constitution modifier.

Undead Resiliance (16th level): You gain Resist Necrotic 10 and immunity to poison. You also gain Vulnerable Radiant 5.​

Add in an encounter, a utility and a daily power and you're all set.

*Note that I have not tested any of these abilities, this is just a thought exercise.
