The 13 month 4 week idea is simple and gives you a "free" un-numbered 365th day to be the Emperor's birthday national holiday.
Definitely simplify the weekdays though by using the Norse gods in your pantheon and use our own naming pattern, just accented to the gods more - Moonday and Sunday, plus Tyr's Day, Woden's Day, Thor's Day, Freya's Day, and then you just need to come up with a non-Roman base for Saturday. Satyr's Day? Maybe that only works with an English pronunciation rather than the American. The other posters are right, though, no-one will learn the days of the week.
And as for other countries' year reckonings - why would the PCs necessarily know or be interested in them? You can certainly have the Dragonborn empire call this year 1269 while your PCs know it as 175. It won't make much difference.
