i was wondering if there are any good rules for creating new races. i know that there is the cook book thing availible, but, i'm looking for something free that i don't have to download. any help would be appreciated.

It is mostly a trial-and-error affair. Start with a strong concept of that race, and assign abilities according to that concept; then compare to the PHB/SRD races to gouge the power-level. Also, read the PHB/SRD racial descriptions beforehand to get a feel for it and to see if there are any recycelable ideas.
