Creatures?

Ok this may be a dumb question but I'm a bit confused.

What does it mean when a power says "Creature"? Is it all enemies and allies or only enemies? Is it only non human/humanoid things? One card description said the power does damage to your foes so to me that said only enemies..

What's that take on this?

My take is that "creatures" descriptor is anything in that area: friends, foes, squirrels, Orcus, gnolls, etc.

Which power says "to foes" on it? Is it a Utility spell? I know some powers say "All allies within X squares." There can certainly be differentiation, but if it says "creatures," that includes everyone.

Target types are defined on PHB p. 57. Allies are willing targets besides yourself. Enemies are creatures that aren't your allies. Creatures are both of those and yourself.
