Conan is not about crunchy culture, its about stereotyped crunchy culture.
The different cultures not only have different racial abilities, they also have different favored classes.
But at 1st, 5th, and 10th level of racial-classes-only you get a bonus feat! Seems ridiculous, I know. But it kind of works. It is supposed to be a stereotyped sort of thing that all the nomadic peoples have... Nomad levels. Etc.
I totally agree with you about the paucity of cultural distinctions given some rules-presence. One of my gripes with actual races is that so often the differences are one of culture, and that this nuance is steadily ignored.
That's why the principle of AE's racial levels appeals to me- everyone has their biological racial stats, and can delve more deeply into their racial heritage and culture through a few levels.
