Custom Magic Item Rules?

Are there any rules for making and pricing custom magic items, and are there any rules for stacking weapon abilities onto one weapon?

Can you have a flaming dragonslaying weapon or can you just not merge weapons now?

Write it up and assign it a level. That will determine its price. The hard part is just getting the level right.

Which, by extension means that by the time you could stack the properties, you're most likely settling for a smaller plus on the weapon than you could get with a single property.

So it may not be worth it.
