D&D 3E/3.5 D&D 3.5 Wizard Spell Preparation & Casting?

My friends and I just starting playing about a week ago and don't really know the core rules of the game yet. Can a level one wizard cast a fourth level spell if he had a high enough spell modifier "18", or can he only cast his base allotment from being a level one character? For example only be able cast lvl 0 and lvl 1 spells for spells known + bonus spells for lvl 0 and 1 from modifier.

he can cast spells based on his levels, even if he gets bonus spells he still needs to be at the level where he can actually cast spells of that level before he can add his bonus spells to his total spells per day.

A wizard with Int of 18 will gain bonus second level spells when they reach 3 level wizard, bonus third level spells when they reach 5 level and bonus fourth level spells when they reach 7 level.

Clerics, Druids, Rangers and Paladins will benefit in the same way from high WIS at the level where they get to cast spells of that level. Bards and Sorcerers benefit from high CHA.
