De-capping petty spell-casters

there are certain spell-casting prestige classes that tend to get stuck with a limit to their spell-casting abilities (sometimes as low as lvl. 13). what happens when you stack one of these classes with another spell-casting prestige class that grants a spellcasting progression?
no further progression or does at least your effective caster level for spell variables improve?

For those with + to existing classes, yes, increased caster level (well, unless the per day and known hadn't capped out yet....). For those with their own spell progression, they get a new caster level for those spells.
