Do Wizards gain a proficiency bonus for using any implements?

Just curious. It seems that their attack is a little low if that's not the case- but then again, they tend to attack the saves, which are a little lower typically, so maybe it evens out.

You only get a proficiency bonus to basic attacks, and to powers that have the Weapon keyword.
