Does Nondetection (3.0) prevent all forms of Scrying? Please help explain.

The 3.0 Nondetection spell states that it prevents magic items like Crystal Balls from functioning, but it doesn’t mention the Scry spell itself. Does that mean the Nondetection automatically stops Crystal Balls and the like, but that it only stops the Scry spell if the caster level check fails? What about spells such as Greater Scrying?

Last, the description seems to indicate that casting Nondetection on another creature gives a caster level check DC of 11+caster level, but casting it on oneself grants a caster level check DC of 15+caster level. Is that correct? Is there anything else I should know?

Yes, it works against all forms of scrying and other forms of detection magic also (as appropriate).
But it doesn't work automatically.
The scryer must succeed at that caster level check to overcome it's protection.
If you cast it on yourself, the protection is better, therefore the caster level check is more difficult (15+lvl instead of 11+lvl).
